Recently, in the health system’s medical reform work plan meeting of 2010, Chen Zhu, the vice group leader of the Medical Reform of the State Council and Minister of Health signed the deepen medical and health system reform responsibility certificate of 2010 with each province (district, city), the health department director of Xinjiang Production and Construction Crops and the key people of ministry of health’s related departments. It is reported that this was a specific measure to set up health system; implement objective responsibility system of medical reform; deepen task responsibility system of medical reform and implement 2010 year’s all task of medical reform.

 

Chen Zhu said, 2010 year is a year to connect the past and future and overcome the difficulties of medical and health system reform. This year’s medical reform task was very important for us to realize the five key reform tasks of medical and health system and the near-term targets of the latest three years. According to this year’s work arrangement of five key tasks of medical reform which was issued by General Office of the State Council, there was total of 59 tasks. And Ministry of Health is responsible for 40 tasks, among the 40 tasks, 9 of the tasks should carry forward through cooperation. After the discussion of the minister of health’s leader group of medical reform, they assigned the tasks to each province’s (districts’, cities’) health bureau and related departments. The main responsible people of each province’s (districts’, cities’) health bureau and related departments was the first people responsible for the tasks, and they should grasp the key point of medical and responsible for all, while the other responsible people should play their own part and responsible for their tasks. Each local government should formulate the annual implementation plan of the medical reform tasks; allocate the medical reform tasks to the subordinate departments and sign the responsibility certificates with them. 

 

Chen Zhu stressed that medical reform was a major battle, and joking was not allowed in the army. So, each local government and related departments should supervise and evaluate the tasks of each department according to the responsibility certificate. The local government should praise the departments who well completed the tasks. For the departments who haven’t finished the tasks, the main responsible people of the medical reform tasks should shoulder the responsibility and be circularized a criticism. At the same time, ministry of health would set up an inspection system for medical reform’s responsibility certificate. The leaders of each responsible government departments should lead to supervise the process of the once half a year, while the related departments should take various forms to supervise each province at least once every season. For the province whose process of work was slow, the related departments should conduct on-site supervision.

 

At the meeting, Zhang Mao, the Secretary of Party Leadership of Ministry of Heath required each government and related departments to implement the work of medical reform responsibility certificate. He said that the definition of medical reform’s responsible and the signature of the responsibility certificate were an important start point for ministry of health to manipulate the medical reform works; an important means to arrange all medical reform works and an important measure to improve the Ｅxecutive force of medical reform. So, every local government should further strengthen the leadership; allocate the tasks to the subordinate departments; build up a Ｅxecutive organization which work is clear; work efficiency is high; Ｅxecutive capacity is powerful and to practice the policies and measures and ensure the medical reform implement smoothly.
